The legal basis for regional development plans is provided by the Federal Spatial Planning Act (Raumordnungsgesetz des Bundes, ROG) and, in addition, the Spatial Planning Acts of the Länder. ROG was amended in 2017. According to its provisions, Spatial Planning Plans must be drawn up in the Länder.
