Article 3 of the Basic Law for the Federal Republic of Germany (Grundgesetz, GG) guarantees equal rights for women and men.

Federal ministries and federal authorities are obliged to make their spending policies gender-sensitive. Based on this mainstreaming approach, funds for promoting gender equality and women’s self-determination are provided for in almost all budget items of the Federal Government.

The instrument of gender budgeting has not yet been applied in the federal budget, but is already being used in individual Länder.
