The legal basis for water supply in Germany is regulated by the Federal Water Resources Act (WHG) and the water laws of the respective federal states. The water supply is regarded as a public task that is generally performed by the municipalities. The obligation to connect to and use the public water supply is intended to guarantee the supply of drinking water to the population and prevent or restrict the use of groundwater for private purposes. More than 99 % of the German population is connected to central drinking water distribution networks.
